ERAWATCH Insights on Research and Innovation Policy of Finland

Experts of Impetu Solutions conduct research on the Finnish research and innovation system for the European Commission ERAWATCH service, which provides information on European, national and regional research and innovation systems, policies, and programmes in the EU and beyond. ERAWATCH supports evidence based policy making in Europe and contributes to the realisation of the European Research Area (ERA). The service currently covers 61 countries: the 28 Member States of the European Union, 13 countries associated with the European Community’s Research Framework Programme and 20 third countries. It also provides an overview of the European Union. ERAWATCH information is collected and presented by JRC-IPTS with the support of external experts. The Joint Inventory of Policy Measures brings together information on research and innovation policies.  This has been developed through cooperation with the Pro-Inno Policy TrendChart, financed by the Competitiveness and Innovation Framework Programme 2007-2013 (CIP).

For more information about the Finnish research and innovation policy see ERAWATCH country profile and follow our related Flipboard magazine on latest news on Finnish research and innovation policy.

Strategic Guidance for Foresight in JPI Oceans

Impetu Solutions provides strategic guidance for the Joint Programming Initiative Healthy and Productive Seas and Oceans (JPI Oceans), which is a coordinating and integrating platform, open to all EU Member States and Associated Countries. While bringing together the interested Member States and Associated Countries JPI Oceans aims to add value by:

  • avoiding fragmentation and unnecessary duplication
  • planning common and flexible initiatives
  • facilitating cooperation and foresighting
  • establishing efficient mechanisms for interaction and knowledge transfer between the scientific community, industry & services, and policy makers at high level in order to solve the grand challenges more effectively.

In its role as a coordination platform, JPI Oceans will focus on making better and more efficient use of national research budgets, which represent 85% of the marine-maritime funding within Europe. One of the JPI’s goals is to develop joint research programs in which countries can be involved on a voluntarily basis (variable geometry).

FP7: Personal Health Systems Foresight

Impetu Solutions is running together with the Austrian Institute of Technology and the University of Manchester a two year European foresight project. This FP7 support action coordinates strategic stakeholder engagements in the realm of Personal Health Systems (PHS) within and beyond European Union up to 2030. Among other tasks, Impetu applies its advanced content management system for crow-sourcing process including collection, commenting , assessment and analysis of ideas on future PHS breakthroughs.

PHS assist in the provision of continuous, quality controlled and personalised health services to empowered individuals regardless of location.

PHS are not limited to dealing with aging and eldercare, though PHS communities contribute to the European Innovation Partnership (EIP) on Active and Healthy Aging. PHS provides a horizontal development area across variety of patients, clinical specialties, technology fields and health services. Hence, the development of PHS requires and can mobilize the emergence of novel cross-disciplinary and -sectoral innovation partnerships.
With this project we want:

  • to achieve a deeper understanding of mismatches between the potential of PHS and current policy and innovation initiatives and framework conditions;
  • to support more mobilized and networked innovation communities, promoting PHS around jointly formulated issues which support pooling resources and streamlining diverse innovation initiatives;
  • to tackle future opportunities and alternative trajectories, aligning actor perspectives for the development of a joint strategic action plan, including recommendations for a possible new EIP; and finally,
  • to achieve a transparent, open and inclusive engagement of stakeholders, and targeted dissemination of results in society.

Grand challenges responding research in Finland

In June 2011, the Board of the Academy identified a series of grand challenges that will be given priority focus in research over the next few years. These challenges are named as:

  • The Northern Climate and Environment
  • Sustainable Energy
  • Dialogue of Cultures
  • A Healthy Everyday for All
  • Knowledge and Know-how in the Media Society
  • The Ageing Population and Individuals.

The Academy has commissioned a separate study as part of the review of the state of scientific research in Finland. The study will include a framework of the concepts and European debate dealing with the grand challenges. It will also analyse the allocation of Academy research funding to the fields represented by the grand challenges. This thematic transdisciplinary study will identify the strengths, weaknesses and areas in need of improvement within these fields. The analysis will be based on Academy Project and research programme funding in 2007‒2010.

The study will be carried out by Impetu Solutions and the Network for Higher Education and Innovation Research, University of Helsinki.

Opening Horizons: What kind of new approaches are available?

Experts from Impetu Solutions were invited to give a keynote speech on ‘Opening Horizons: What kind of new approaches are available?’ for the COST Foresight on Future Demand for Forest-based Products and Services: Dissemination Conference on September 13, 2011, in Sekocin Stary (Near Warsaw)/Poland.
The aim of the COST Strategic Workshop series 2010-2011 was to carry out a wide-angle foresight exercise on the future demand for multiple forest-based products and services. The project combines expert workshops and a collection of data and perceptions by means of internet-based tools. The final conference was an event held under the patronage of the Polish EU Presidency. It presented results of the workshop series and provided an insight in the state-of-the-art of recent foresight and futures-oriented exercises carried out in the forest-based sector. Furthermore, the needs and ideas for new foresight exercises were discussed.
The programme featured keynote speakers that presented the forest sector futures orientations in a wider societal and global perspective, providing experience on foresight exercises carried out in the forest sector and related other sectors, as well as short presentations of the new activities planned in the field of forest-based sector foresight.
