ERAWATCH Insights on Research and Innovation Policy of Finland

Experts of Impetu Solutions conduct research on the Finnish research and innovation system for the European Commission ERAWATCH service, which provides information on European, national and regional research and innovation systems, policies, and programmes in the EU and beyond. ERAWATCH supports evidence based policy making in Europe and contributes to the realisation of the European Research Area (ERA). The service currently covers 61 countries: the 28 Member States of the European Union, 13 countries associated with the European Community’s Research Framework Programme and 20 third countries. It also provides an overview of the European Union. ERAWATCH information is collected and presented by JRC-IPTS with the support of external experts. The Joint Inventory of Policy Measures brings together information on research and innovation policies.  This has been developed through cooperation with the Pro-Inno Policy TrendChart, financed by the Competitiveness and Innovation Framework Programme 2007-2013 (CIP).

Innovation Capacity in Antofagasta Region in Chile

As part of the strategic collaboration between VTT Technical Research Centre and Impetu Solutions, our experts contribute to the project ‘Innovation Capacity in Antofagasta Region’ in collaboration with CICITEM (El Centro de investigación Tecnológico para la Minería) and the Ministry for Foreign Affairs of Finland. The project is a capacity development project targeted at raising the level of innovation capabilities in CICITEM as part of the regional development of the Antofagasta region in Chile. The joint process catalyses local development in Antofagasta with means of creating a learning process between Finland and Chile, and transferring best international practices to enhance CICITEM’s capacity to support local economic and social development.

In this project Impetu Solutions contributes to the development of foresight and innovation capacities through training and piloting a regional foresight project. For instance, Foresight Training Platform has been established and workshops are organized both in Chile and Finland.

Grand challenges responding research in Finland

In June 2011, the Board of the Academy identified a series of grand challenges that will be given priority focus in research over the next few years. These challenges are named as:

  • The Northern Climate and Environment
  • Sustainable Energy
  • Dialogue of Cultures
  • A Healthy Everyday for All
  • Knowledge and Know-how in the Media Society
  • The Ageing Population and Individuals.

The Academy has commissioned a separate study as part of the review of the state of scientific research in Finland. The study will include a framework of the concepts and European debate dealing with the grand challenges. It will also analyse the allocation of Academy research funding to the fields represented by the grand challenges. This thematic transdisciplinary study will identify the strengths, weaknesses and areas in need of improvement within these fields. The analysis will be based on Academy Project and research programme funding in 2007‒2010.

The study will be carried out by Impetu Solutions and the Network for Higher Education and Innovation Research, University of Helsinki.

Opening Horizons: What kind of new approaches are available?

Experts from Impetu Solutions were invited to give a keynote speech on ‘Opening Horizons: What kind of new approaches are available?’ for the COST Foresight on Future Demand for Forest-based Products and Services: Dissemination Conference on September 13, 2011, in Sekocin Stary (Near Warsaw)/Poland.
The aim of the COST Strategic Workshop series 2010-2011 was to carry out a wide-angle foresight exercise on the future demand for multiple forest-based products and services. The project combines expert workshops and a collection of data and perceptions by means of internet-based tools. The final conference was an event held under the patronage of the Polish EU Presidency. It presented results of the workshop series and provided an insight in the state-of-the-art of recent foresight and futures-oriented exercises carried out in the forest-based sector. Furthermore, the needs and ideas for new foresight exercises were discussed.
The programme featured keynote speakers that presented the forest sector futures orientations in a wider societal and global perspective, providing experience on foresight exercises carried out in the forest sector and related other sectors, as well as short presentations of the new activities planned in the field of forest-based sector foresight.

Towards low carbon company

In collaboration with Gas Natural Fenosa and the IE Business School, our experts explored the state of the game and the evolution of low carbon business and economy in the fight against the climate change. The research examines in particular the recent advances in Gas Natural Fenosa in the management of energy sources and environment.

e-Health: Towards Integrated Hospital Information Systems in Spain

Impetu Solutions is conducting a research project that applies and elaborates techno-institutional change theories in a novel way in the context of the transition process from fragmented hospital information systems of papers, films and digitalised records to integrated electronic management of intra- and inter-hospital information. The research can be characterised as empirically based theory-building as it elaborates the conceptual framework and attests its validity with the direct observations and empirically based literature reviews. Based on evolutionary and institutional theorising, the theoretical framework on Technological systems and dominant designs, interoperability and standards, organisational routines and competencies, policy and governance and societal acculturation and expectations is developed. The framework is applied to conceptualise and understand drivers and barriers in the techno-institutional transition process towards the integrated healthcare information systems in Spain. The preliminary results indicate the possibility of lock-ins to ineffective ICT solutions that calls for enhanced national and international coordination actions. The project is led by Eng. Laura Pombo-Juárez.

The 4th International Seville Conference on Future-Oriented Technology Analysis (FTA) 12 & 13 May 2011

Impetu is represented by Dr. Totti Könnölä in the Scientific Committee of The 4th edition of the International Seville Conference on Future-Oriented Technology Analysis (FTA) that focuses on the need and potential of FTA to address disruptive transformations in response to grand societal challenges. FTA offers policy and decision makers the potential to look across such transformations, enabling governments and other organisations to become more adaptive and capable of enacting systemic change.

Accordingly, the 2011 FTA Conference addresses the following specific themes:

  • Orienting innovation systems towards global challenges and the roles that FTA can play
  • Building FTA capacities for systemic and structural transformations
  • Premises and practices in combining quantitative and qualitative FTA methods

Impetu participates also in the design of a pre-conference online survey that will be launched among experienced FTA practitioners, policy makers and other stakeholders to share ideas and explore future emerging issues. Results will be discussed during the conference.

The 4th International Seville Conference on Future-Oriented Technology Analysis

ERA.Net RUS

Before joining Impetu Solutions our experts took part in the design of a foresight exercise (scenario development and Delphi questioning) for a knowledge based sustainable mid-term cooperation policy in S&T and innovation between the EU MS/AC and Russia as an intergral part of the the ERA.Net RUS project. The major objective of this FP7 project is to raise knowledge on bilateral and national S&T programmes with or focussed on Russia and on relevant activities of other programme owners.

Eco-Innovation: When Sustainability and Competitiveness Shake Hands

Dr. Totti Könnölä of Impetu Solutions co-authored the leading book on eco-innovation. It considers the impact economic activities have on our environmental surroundings whilst exploring new ways towards more sustainable development. The concept of eco-innovation is addressed with regard to competitiveness and sustainability from the viewpoints of both business leaders and policy-makers in this thought-provoking new book.

SESTI Scanning for Emerging Science & Technology Issues

Before joining Impetu Solutions, our experts took part in the design and execution of the SESTI project, one of the FP7 Bluesky research projects. Today’s societal developments are often influenced by improbable events with possibly high impact. SESTI is about identifying “Emerging Issues” that could have a potentially significant impact on society until 2030, are still not sufficiently recognized by policy makers, should (perhaps) get more attention by policy makers. SESTI is also a research project for exploring different methods like: Weak Signal Scanning (forums, news, blogs, text-mining), Expert survey for identifying emerging issues, Theory, methodology and evaluation and Workshops with policy makers and experts. SESTI aims to develop a mechanism for the early identification of newly emerging issues of importance to the European research infrastructure. thematic areas have been explored in more detail in testing the SESTI scanning system, including emerging issues in science and technology in

  • Energy
  • Health.
